IFAPAC Chair
Time Commitment: Monthly Regional Meetings (one hour or less). Plus 2-4 hours per month planning and executing programs/campaigns, etc.
Term Length: Two Years – Aligned with a Congressional term of one election cycle.
Form a Committee: Use these volunteers as potential members of the PAC Fundraising Committee and Candidate Selection Group – Local IFAPAC Chairs, Affiliate PAC Coordinators, long time donors, Chapter Treasurer and geographically diverse member volunteers who are willing to make the ask and give their time.
Position Responsibilities
IFAPAC Contributor and Contributions Goal
- Track and report to the Chapter Board on progress toward goals.
- Monitor contributor data and ensure rolls are up to date.
- Assign Locals and Affiliates their portion of the goals.
Fundraising
- Participate in all fundraising campaigns hosted by IFAPAC.
- Familiarize yourself with PAC resources.
- Use the Advocacy Action Center to make online contributions.
- Use the Defend the Nation Portal to recruit new contributors.
- Work with your Chapter Executive Director to solicit Chapter members for IFAPAC at all in-person and virtual meetings (Local, Affiliate, or otherwise).
- Recognize contributors at all meetings, in-person or virtual, and have pinning ceremonies.
- Enact creative fundraising solutions for your Chapter and share your ideas with peers.
Candidate Selection & State Disbursements
- Review Chapter IFAPAC Bylaws and Statement of Purpose in the event these items need to be modernized.
- Co-Chair the Chapter’s Candidate Selection Group (CSG) along with the State Grassroots Chair.
- Work with the Chapter Executive Director and Chapter Treasurer who oversee the record-keeping and disbursement of Chapter PAC dollars.
- Work with Grassroots Chairs to identify relationship gaps as you consider disbursements.
- Create a method for NAIFA members (PAC Contributors) to request candidate funds using the Federal Request Form as a template.
- Follow Giving Guidelines set by the National Candidate Selection Group (CSG).
- Seek advice from Chapter Lobbyist regarding candidate support and disbursements.
- Ensure Chapter Lobbyist and members are attending fundraising events for candidates.
Compliance
- Participate in the annual IFAPAC Health Check-Up.
- Work with your Chapter Treasurer and Chapter Executive Director to ensure timely filing of all compliance required by state law, including any IRS filings triggered by PAC operations.
- Ensure you are receiving a copy of your Chapter’s election reports sent monthly by IFAPAC.
Local IFAPAC Chair and Affiliate PAC Coordinator
The Affiliate PAC Coordinator and Local IFAPAC Chairs are responsible for helping the State Chapter meet fundraising goals to support both state and federal candidates. These positions will work with the State Chapter IFAPAC Chair to track progress throughout the year. These leaders should coordinate fundraising campaigns to solicit contributions and have no compliance responsibilities regarding fundraising and disbursements. Local and Affiliate leaders serve as voting members for the Chapter’s Candidate Selection Group (CSG).
The Affiliate PAC Coordinator and Local IFAPAC Chair are responsible for:
- Ensuring all area members have signed their IFAPAC Member Directive.
- Responsible for fundraising (see position responsibilities).
- Attend monthly PAC meetings (optional).
Lead by Example
- Contribute at least $2,500 to IFAPAC annually (or $1,000 annually for Local IFAPAC Chair and Affiliate PAC Coordinator).
- Complete the Financial Security Advocate Academy (FSAA).
- Report any relationships and interactions with state and federal lawmakers in the Advocacy Action Center (AAC).
- Participate in all NAIFA Action Alerts.
- Promote all IFAPAC, GOTV and grassroots campaigns.
